Weather the files are used or not is of relevance, because the template is meant to prioritize which images need to be converted. Since there are already 40.000 images tagged, it is not useful to tag unused images, because in the near future it is neither necessary nor will they be converted. You are only clogging up the category and prevent the images that urgently need to be converted from being converted.
Additionally it is quite hostile to systematically undo my edits hiding the fact that you are edit warring by misleading edit summaries. Thus I ask you a third time: Why are you adding the template to unused files? --Cwbm (commons) (talk) 15:24, 16 November 2010 (UTC)

Looking at Template:Convert to SVG (and the related talkpage) gives nothing to indicate that only some images that you consider worthy should be tagged.
